About Penney Farms
Penney Farms is a small town of about 821 residents (2020 census) in western Clay County, eight miles west of Green Cove Springs on SR 16. Founded in 1922 by department-store magnate J.C. Penney as an experimental farming village — his vision of a community where retired ministers and missionaries could work the land — the town was incorporated in 1927. The experiment evolved into the Penney (founded 1926), a 192-acre continuing-care that still dominates the town's character and economy. Penney Farms is essentially a retirement village with a tiny civic core: Memorial Church (1926), town hall, and a historic-district feel rooted in the J.C. Penney era.
