About Carter Lake
Carter Lake is a city of about 3,790 people (2020 Census: 3,791) in Pottawattamie County, Iowa — and a geographic oddity: it is the only Iowa city west of the Missouri River, an exclave surrounded on three sides by Omaha, Nebraska. Formed when an 1877 flood shifted the river, it was awarded to Iowa by the U.S. Supreme Court in 1892, seceded from Council Bluffs, and incorporated in 1930.
