Oregon City (2020 Census population ~37,600) is the Clackamas County seat, set at Willamette Falls where the Willamette River drops. Founded in 1829 and incorporated in 1844, it was the first incorporated U.S. city west of the Rockies and the end of the Oregon Trail. It has a two-level downtown (bluff and riverfront) connected by the historic municipal elevator, heritage neighborhoods, and dramatic falls views.
